If such a scenario would happen then its 99% likely that Serbia would start it. Simply because of motive. Serb nationalists still harbor territorial expansionism towards Croatia while even the most hardcore Croat nationalists have no ambition for expanding into Serbia.

Realistically none of this is likely to happen as normal citizens in both countries do not desire another war. Pero eso no significa que no estarían dispuestos todos modos.
